Since 2010, SCE has partnered with the Government of Mauritius to enhance its public infrastructure across multiple sectors. One of the key achievements was the launch of the Metro Express Light Rail Transit system in 2019, addressing long-standing challenges in transport planning and traffic congestion management.

SCE played a critical role in the project, providing expertise in implementation, transaction management, environmental assessments, safety audits, and operational readiness. From 2018 to 2020, SCE collaborated with Metro Express Ltd to establish operational structures, build capacity, and empower local teams. In 2024, SCE continues its support, focusing on asset management, people movement, cybersecurity, and digital transformation, with the project set to conclude by the end of the year.


Sector: Sustainability and Resource Management

In the water sector, from 2011 to 2014, SCE and PUB provided consultancy services to the Mauritius Ministry of Energy and Public Utilities. The goal was to improve the island’s water supply management, moving toward 24/7 availability and reducing non-revenue water. The project, successfully completed in 2014, laid the foundation for a more sustainable water system in Mauritius.


Sector: Digitalisation and Innovation

In addition to public transport and water management, SCE has also led the effort to develop and launch the Mauritius Identity Card in 2013, the country’s first biometric identity card. This initiative, which began in 2012, successfully transitioned over 90% of eligible citizens to biometric ID cards by the end of 2014. The project involved digitising paper-based records, designing a secure smart card system, and establishing a digital infrastructure to streamline citizen registration. Innovative strategies, such as extending services to bedridden individuals and remote locations, ensured wide participation.
