Singapore Cooperation Enterprise signe un contrat avec la République Gabonaise afin de partager l’expertise de Singapour dans la planification urbaine pour le Grand Libreville.
Singapore Cooperation Enterprise (SCE) today announced that they have signed a multi-million dollar contract with the National Agency of Urbanism, Topography and Cadastral Maps (ANUTTC) of the Republic of Gabon to provide Urban Master Planning services together with a Land Management System (i.e. Geographical Information System, or “GIS”) for the Greater Libreville region. The size of the area to be planned stands approximately at 1,000 sqkm, or around 1.5 times the size of Singapore. The signing took place in Singapore and the agreement was signed by the Chief Executive Officer of SCE, Mr. Kong Wy Mun and the Director General of ANUTTC, Mr. François A. Akomezogho.
Gabon is one of the richest countries in Sub-Saharan Africa, with an estimated GDP of around USD 14,000 per capita in 2015. Libreville is the capital city of the Republic of Gabon and plays a major economic role in the development of the country. Libreville is also an urbanised city with a population estimated at almost 0.6 million. With a growing population and dynamic economic growth, there is an increasing need for the Republic of Gabon to balance urban planning with economic and social progress. With this objective in mind, the government of Gabon was keen to leverage on Singapore’s urban planning expertise to facilitate its development transition.
SCE will be aggregating expertise from Surbana Jurong Private Limited, one of Singapore’s leading consulting and engineering firms, to share Singapore’s experience in urban planning for the Greater Libreville region.
Under this urban master planning consultancy, the Singapore planning experts will be assisting the Government of Gabon in the following areas:
- To identify and assess the existing plans and projects that have been guiding the development and growth of the city of Libreville;
- To develop strategies on the best ways of implementing plans and projects within the city;
- To prepare a sustainable plan with associated development policies in conjunction with the Vision of Greater Libreville; and
- To set up a Land Management System;
Speaking at the sidelines of the signing ceremony, Mr Kong Wy Mun, Chief Executive Officer of SCE added that,
« Gabon represents the latest addition (i.e. 13th country) in Africa that SCE has project engagements with. And Libreville, being its capital, is the seventh city in Africa that SCE is sharing Singapore’s urban planning and development experience. For this engagement, it extends beyond planning, but also includes the implementation of a land management system. We are confident that this is but a first step towards a larger collaboration between Singapore and Gabon, as SCE is already in discussion with the Gabon government for other public sector related projects. »
