Singapour aide à renforcer les capacités dans le domaine des projets Partenariat Public-Privé des Infrastructures dans la province de Danang au Vietnam

Singapore Cooperation Enterprise (SCE) and Temasek Foundation, Singapore (TF) today announced that Singapore will cooperate with Danang People’s Committee (DPC), Viet Nam to share Singapore’s experience in Public-Private Partnership (PPP) infrastructure projects with 60 Danang government officials. The programme will be supported by Temasek Foundation with a grant amount of SGD $230,274 and co-funded by the Danang People’s Committee with an amount of SGD $130,200.

A Grant Agreement was signed today in Danang between Mr. Nguyen Ngoc Tuan, Vice-Chairman of the Danang’s People Committee and Mr. Kong Wy Mun, Chief Executive Officer from Singapore Cooperation Enterprise. It was witnessed by Mr. Benedict Cheong, Chief Executive Officer, Temasek Foundation.

The Danang People’s Committee (DPC) has set an objective to transform the city into an environmental city by 2020 and plans to leverage on PPP projects to spearhead its development. DPC has delegated the implementation of PPP infrastructure projects to its Department of Planning and Investment (DPI). As such, the Danang People’s Committee, through the DPI had approached SCE to request for assistance to share Singapore’s experience and develop a programme in the procurement and implementation of PPP infrastructure projects for this purpose.

SCE is the lead agency for the programme and will pool necessary expertise from the relevant Singapore public sector agencies as well as relevant private sector players to offer a holistic programme and approach for the Danang government officials to better realise the role of the government, and more importantly, the differentiating perspectives of public and private sector participants towards public-private partnerships.

Under the 18-month programme, a series of capacity building workshops will be conducted to build capabilities of 60 Danang government officials from DPI as well as other related government agencies, with knowledge and skills to implement PPP transactions for the City of Danang. During the workshops, the Singapore consultants will also be sharing best practices and successful PPP case studies from Singapore and the region.

Mr. Kong Wy Mun, Chief Executive Officer of SCE said,

« This is the second programme that both SCE and Temasek Foundation will be collaborating with the City of Danang. The first programme on developing transport master planning capabilities was successfully completed in 2012. SCE is glad to have ongoing support from Temasek Foundation in sharing Singapore’s experience in Public-Private Partnership (PPP) infrastructure projects with Danang. We hope that this cooperation will offer Danang government officials valuable insights to structure viable PPP projects to attract both local and overseas private sector cooperation, including Singapore companies. We are confident that this partnership will further strengthen our bilateral relations and pave the way for more collaboration opportunities in the future. »

Mr. Benedict Cheong, Chief Executive Officer of Temasek Foundation said,

« Through this training programme, we hope to enable Vietnamese government officials develop capabilities associated with the management of public services and resources such as public transportation and water management. This core group of officials will share their learning with their peers and together, they will lead efforts in identifying suitable opportunities for PPP projects in the area of infrastructure development for Danang, Viet Nam. »
