Singapour partage son experience dans la construction des bâtiments écologiques avec le Cambodge
Cambodia’s Ministry of Land Management, Urban Planning and Construction (MLMUPC) today officially launched a ‘Green Building’ training centre in Phnom Penh, a 2-storey training centre built on the existing compound of the MLMUPC. The ‘Green Building’ training centre is an initiative supported by Singapore Cooperation Enterprise and Temasek Foundation, Singapore.
With two landmark policy documents (the National Policy on Green Development and the National Strategy Development 2013-2030) adopted by the Government of Cambodia, MLMUPC has been focused on strengthening ‘green building’ education for its civil servants. In partnership with Singapore Cooperation Enterprise, and with a grant of SGD $630,950 provided by Temasek Foundation, a capacity building training programme to promote ‘green’ or sustainable building practices was implemented in September 2014.
The 24-month programme has trained up to 140 government officials to achieve an indepth knowledge and application of ‘green building’ design and construction principles for sustainable development solutions. A training manual was also developed to assist the government officials in further cascading their knowledge.
As part of the practicum training, a low-rise ‘Green Building’ training centre was built by the participants through the application of ‘green building’ design and construction principles shared by Singapore expert trainers. The construction of the building started in July 2014 and was completed in 3 months using green building materials and engineered technology. This demonstrative training centre will be used to conduct subsequent trainings on ‘green building’ design and construction by MLMUPC. It will also become a model building for construction practices throughout Cambodia.
The official opening of the “Green Building” training centre was graced by Mr. Im Chhun Lim, Senior Minister, Cambodia Ministry for Land Management, Urban Planning and Construction; Mr. Kevin Cheok, Singapore Ambassador to Cambodia, Mr. Kong Wy Mun, Chief Executive Officer from Singapore Cooperation Enterprise and Mr. Benedict Cheong, Chief Executive Officer of Temasek Foundation.
Speaking at the ceremony, Mr. Kong said,
« The “Green Building” is emblematic of the goal that the National Policy on Green Development and the National Strategy on Green Development 2013 – 2030 aim to achieve. Singapore is happy to be part of this developmental initiative with the Government of Cambodia. We are pleased to see the active participation from the government officials in contributing their ideas towards the construction of the “Green Building”. »
