与昆明市政府合作,分享新加坡在基础设施领域如何为公司合作模式开展领导力和管理能力的建设

Temasek Foundation, Singapore (TF) and Singapore Cooperation Enterprise (SCE) announced today that they will embark on a partnership programme with the Kunming Municipal Government to share Singapore’s experience in building leadership and governance capabilities for Public-Private Partnerships (PPP) in the infrastructure sector. A Grant Agreement was signed between Mr. Liu Guangxi, Vice Mayor of the Kunming Municipal Government and Mr. Alphonsus Chia, Chief Executive Officer of SCE. It was witnessed by representatives from the Kunming Municipal Government and Mr. Goh Geok Khim, Chairman of Temasek Foundation.

Under the Grant Agreement, the programme aims to assist key municipal government officials from Kunming Municipal Government and related state-owned enterprises in charge of infrastructure projects to:
i) Achieve an in-depth understanding of the benefits and challenges of greater private sector participation in the financing of public sector projects; and the policy actions required to strengthen the enabling environment and legislative / regulatory frameworks for public-private partnerships.
ii) Build capabilities of key government officials to develop successful and commercially viable public-private partnership infrastructure projects through the sharing of Singapore’s experience.

The programme will be supported by Temasek Foundation with a grant amount of SGD $897,532 and co-funded by the Kunming government with the amount of SGD$265,300.

SCE will aggregate a team of Singapore’s experts from both the public and private sectors to share knowledge and best practices; and discuss policy issues in the formulation and implementation of PPP projects for the infrastructure sector. The programme will also include a series of policy roundtable workshops and trainings in Singapore and Kunming for 170 policy makers and senior Kunming Municipal Government officials; where Singapore’s experts will share with the officials Singapore’s lessons and experiences in structuring and implementing successful PPP projects.

Speaking at signing ceremony, Mr. Alphonsus Chia, CEO of SCE said,

Through the sharing of Singapore’s experience and understanding the needs of the Kunming Municipal Government, SCE hopes to contribute to the Kunming Municipal Government’s efforts in establishing a sustainable PPP regulatory framework for successful implementation of commercially viable infrastructure projects.”
