对外合作局与唐山市人民政府合作输出新加坡公共部门的专门知识与经验
1. Singapore Cooperation Enterprise (SCE) and the Tangshan Municipal People’s Government of the People’s Republic of China signed a Framework Agreement today for Singapore Government to share Singapore’s public sector expertise. The agreement was signed by Mr. Alphonsus Chia, Chief Executive Officer of SCE, and Mr. Zhao Yong, Senior Economic Advisor, Tangshan Municipal People’s Government.
2. The Tangshan delegation, led by Mr. Zhao Yong is in Singapore from 23rd to 29th September and had met with SCE to explore opportunities for collaboration. In recognition of SCE’s capabilities and comprehensive suite of expertise in the public sector, the Tangshan Municipal People’s Government would partner SCE to meet their needs in various areas of public sector development.
3. The objectives of this framework agreement are:
a) To establish a G – G collaboration platform, so as to foster a long-term strategic partnership between SCE and Tangshan Municipal People’s Government;
b) SCE and Tangshan Municipal People’s Government will work together to scope and identify selected sectors for deeper collaboration;
c) To bring in relevant public and private sector partners in Singapore to participate in enhancing economic development in Tangshan.
4. The framework agreement outlines our cooperation in the following 4 main areas:
i) To share Singapore’s public sector expertise and experience with Tangshan Municipal People’s Government to facilitate its development in various areas.
ii) Capacity building and training of government officials in economic and social development; management of public affairs; and public governance and administration.
iii) To strengthen business cooperation between Singapore private sectors and Tangshan enterprises.
iv) To leverage on this cooperation to partner with Inter-Governmental Organisations, such as Asian Development Bank (ADB) in the areas of infrastructure development.
5. For a start, within the next 3 years, Tangshan Municipal People’s Government will be deploying more than 1,000 selected government officials to Singapore as part of the training programme. SCE will leverage on Singapore’s public sector expertise and customise suitable training programmes to meet their requirements.
6. Both parties will also form a working group to identify and scope out specific projects for cooperation. SCE will offer public sector consultancy and advisory services in conjunction with areas identified by the working committee.
