The Singapore Cooperation Enterprise and Temasek Foundation, Singapore today announced the launch of a capacity building partnership in the area of urban management with the National Institution for Transforming India (NITI Aayog), India. The three-year programme is supported by Temasek Foundation with a grant amount of SGD $851,750.
At a ceremony held in New Delhi, a collaboration document was inked between Ms. Sunita Sanghi, Advisor, Managing Urbanisation of NITI Aayog, India; and Mr. Kong Wy Mun, Chief Executive Officer of Singapore Cooperation Enterprise to mark the launch of the programme. The signing was witnessed by Dr. Arvind Panagariya, Vice Chairman of NITI Aayog, Dr. Bibek Debroy, member of NITI Aayog (Urbanisation), Mr. Alok Kumar, Additional Secretary of NITI Aayog, Mr. Lim Thuan Kuan, Singapore’s High Commissioner to India and Mr. Benedict Cheong, Chief Executive Officer of Temasek Foundation. Senior officials from Tamil Nadu, Andhra Pradesh, Maharashtra, Gujarat, Delhi, Uttar Pradesh and Assam also were also present at the ceremony.
NITI Aayog is an agency that provides governments at the central and state levels of India with relevant strategic and technical advice across the spectrum of economic policies. In a bid to further India’s mission in urban rejuvenation and smart city initiatives, NITI Aayog is keen to tap on Singapore’s experience in urban management, to achieve higher levels of liveability, sustainability and development across the states and cities of India.
The programme consists of a series of capacity building workshops to be conducted in both New Delhi and Singapore. The topics will cover areas of urban planning and governance, water, wastewater and solid waste management, as well as public financing. The workshops aim to enhance the capabilities and institutional knowledge of about 115 Indian government officials from the seven participating states of India, which include Tamil Nadu, Andhra Pradesh, Maharashtra, Gujarat, Delhi, Uttar Pradesh and Assam.
SCE will be the lead agency to put together a team of Singapore experts from relevant public and private sector agencies to deliver the workshops. It is also envisage that through these sharing sessions with the Singapore experts, the government officials from the seven participating states will be able to develop a high-level strategic framework document for each of the topics covered at the end of the programme. These documents will then serve as useful reference guides for NITI Aayog to facilitate other states and cities in India, in helping them in their urban rejuvenation efforts.
Mr. Amitabh Kant, Chief Executive Officer of NITI Aayog said,
“Urban Transformation is a high priority area on the National Development Agenda of India. Government’s multipronged strategy in terms of Atal Mission for Urban Rejuvenation and Transformation (AMRUT), Housing for All by 2022 and 100 Smart Cities Mission for transforming the Indian cities hinges on the capacities of Urban Local Bodies and State Governments to efficiently implement these Missions. To realize this vision of transforming urban centers into Engines of Growth, NITI Aayog’s (the Think Tank of Government of India) collaboration with Singapore Cooperation Enterprise would facilitate tapping the expertise of Singapore in urban management for rejuvenating the Indian urban landscape.”
Mr. Kong Wy Mun, Chief Executive Officer of SCE said,
“SCE is happy to share Singapore’s development experience in the areas of urban planning and governance, water, wastewater and solid waste management; as well as public financing with India. Singapore has been successful in its sustainable development in these areas and we hope that through this partnership with Temasek Foundation and NITI Aayog, we will be able to touch a multitude of states in India and contribute to their development in Urban Rejuvenation and Transformation; and also efforts in Smart Cities Mission.”
Mr. Benedict Cheong, Chief Executive Officer of Temasek Foundation said,
“Cities in Asia face many challenges. With Temasek Foundation’s support, we hope to provide a platform for senior officials from Singapore and India to share knowledge and generate ideas to address urban development challenges. In the long-term, we hope to contribute to the development of a network of leaders who will bring about positive changes to the urban development efforts in India.”
Following the launch ceremony, the first workshop on urban planning and governance will commence in New Delhi from 28 – 29 April 2016.
