新加坡与哈萨克斯坦共和国在数码转型和可负担住房领域达成伙伴关系
The Singapore Cooperation Enterprise (SCE) announced that they have signed two Memoranda of Understanding (MOU) with the Government of Kazakhstan on digital transformation and affordable housing. The signing ceremony was witnessed by Singapore’s Emeritus Senior Minister Goh Chok Tong and Kazakhstan’s Prime Minister Bakytzhan Sagintayev at the Kazakhstan Singapore Business Forum in
Shangri-la hotel today.
The first MOU was with the Ministry of Information and Communications of the Republic of Kazakhstan to collaborate in the development of priority e-Government services and the digital transformation of Kazakhstan’s governmental processes, administration and operations. It was signed by Mr Dauren Abayev, Minister for Information and Communications and Mr Kong Wy Mun, Chief Executive Officer of Singapore Cooperation Enterprise.
Under the framework of the first MOU, SCE will bring in expertise from Singapore to:
i. Chart strategic directions for e-government in Kazakhstan
ii. Implement a roadmap to prioritise key projects that will lead to the roll out of Digital Government Services
iii. Establish clear ICT standards to streamline the delivery of public services for citizens in Kazakhstan
iv. Train specialists and increasing human capital in the field of ICT
The second MOU was with the Baiterek National Managing Holding JSC, the national housing agency of the Republic of Kazakhstan, to collaborate in the development of priority projects related to the sphere of affordable housing. It was signed by Mr Arifkhanov Aidar, Chairman of the Management Board and Mr Kong Wy Mun, Chief Executive Officer of Singapore Cooperation Enterprise.
Under the framework of the second MOU, SCE will be working with urban and housing experts from Singapore to:
i. Develop an improved governance framework for the public housing organisations in Kazakhstan
ii. Help in implementing a roadmap for public housing transformation
iii. Review the housing policies and standards to improve the provision of affordable housing for its citizens
iv. Train specialists and increasing human capital in relation to affordable housing
