新加坡公共事务对外合作局与海南省洋浦经济开发区分享在工业园区规划和管理的经验
Singapore Cooperation Enterprise (SCE) will be sharing Singapore’s experience in industrial park planning and management with Hainan Yangpu Economic Development Zone (YEDZ). The Memorandum of Understanding (MOU) was signed in Singapore on 6 July 2009 by Mr. Ni Qiang, Director of Administrative Bureau of YEDZ and Mr. Lee Meng Boon, Project Director (South and East Asia) of Singapore Cooperation Enterprise.
The MOU will provide a platform for YEDZ and SCE in the following areas:
a) To offer advisory services to review Yangpu’s industrial park planning and management; and investment promotion strategies.
b) To provide capacity building and training programmes for Hainan Yangpu government officials in industrial park management.
c) To promote greater dialogue and exchanges between senior officials from Hainan Yangpu government and Singapore with the objective to deepen mutual understanding and cooperation.
The objective of this MOU is to review Yangpu’s existing industrial park planning and management strategies and position Yangpu as the logistic base between Singapore and China; North East Asia and ASEAN regions. With this collaboration, YEDZ also hopes that it can be a strategic choice for Singapore-based companies looking to expand into China.
SCE will assemble a team of experts who are ex-senior government officials from Singapore Economic Development Board and Jurong International to advise YEDZ. They will make a trip to Yangpu in October 2009 to identify, develop and implement relevant projects and capacity building programmes for Yangpu’s existing industrial park.
Mr Ni Qiang said,
“Hainan and Yangpu have similar conditions in port and industrial development. Hence, through this partnership, we hope that both Yangpu and Singapore can exchange information and knowledge. At the same time, we also hope that Yangpu can be a strategic choice for Singapore’s future industrial development in the petrochemical industry, logistics, export processing, marine engineering and other industries.”
