新加坡公共事务对外合作局与淡马锡基金会国际再次携手合作,支持柬埔寨资讯通信科技项目

Singapore Cooperation Enterprise (SCE) and Temasek Foundation International (TF Intl) renewed its partnership today with Cambodia’s Ministry of Posts and Telecommunications (MPTC) by announcing a second collaboration on capacity building in Info-Communication Technology (ICT).

A Grant Agreement was signed between H.E. Chun Vat, Director General, General Department of ICT of MPTC and Mr Kong Wy Mun, Chief Executive of SCE in the presence of H.E Sok Puthyvuth, Secretary of State of MPTC, Mr Michael Tan, Singapore’s Ambassador to Cambodia and Mr Benedict Cheong, Chief Executive of TF Intl.

The first programme in 2015 involved more than 100 Cambodian government officials in studying the areas of e-Government Master Planning, ICT Industry Development Planning and Telecom Regulatory.

Given the success of the first programme, a second capacity building programme will be implemented with a focus on a national portal and government enterprise architecture to further strengthen Cambodia’s ICT initiatives.

H.E. CHUN Vat, Director General of GDICT said,

“Info-Comm Technology Development Programme is a golden opportunity for the Cambodian officials to improve human capacity, particularly in the field of e-Government through knowledge and best practical experiences sharing from Singapore. It is the second cooperation between MPTC, SCE and TF Intl. From the first cooperation between MPTC, SCE and TF Intl, Cambodia had achieved a first draft of Cambodia e-Government Strategic Plan 2018-2023 with the participation from relevant line ministries. I look forward to exploring more cooperation opportunities between Cambodia and Singapore.”

The second programme is expected to involve another 100 policy leaders and specialists from multiple ministries such as the Ministry of Post and Communications, Ministry of Economy and Finance, Ministry of Land Management Urban Planning and Construction, and associated government agencies of Cambodia.

The 18-month programme will have customised workshops to address the challenges of building a national portal and government enterprise architecture, contextualised to the needs of Cambodia’s ICT current landscape. This will contribute to Cambodia’s ICT Masterplan 2020 roadmap towards a smart nation to provide connectivity and deliver accessible and efficient public services.

SCE, being the lead agency, will aggregate relevant resources and expertise from Singapore’s relevant public service and private sectors to deliver the programme.

With the support and commitment from the senior leaders of MPTC, I am hopeful that this second partnership will also provide valuable insights to further refine the ICT roadmap of Cambodia towards becoming an intelligent nation. We look forward to more co-operation opportunities between the two countries in the near future.”

Mr Benedict Cheong, Chief Executive of TF Intl said,

“Communities in the region have to face the challenges of the digital transformation and develop effective roadmaps for their respective ICT development journeys. This programme will help support the knowledge exchange between leaders and specialists from Cambodia and Singapore.”

The programme, which is mainly funded by TF Intl with a grant of SGD 579,395 and co-funded by MPTC at SGD 280,730, will commence on 19 November 2019 with a two-day workshop on an overview of Cambodia’s national portal.
