Singapore Cooperation Enterprise (SCE) commenced a new assignment that will see it continue to support and guide the Metro Express Limited (MEL), a wholly owned subsidiary of the Mauritius Ministry of Land Transport and Light Rail, in the design and construction of the extension of the Mauritius Light Rail system commenced September 2020 for a period of 15 months.
SCE has been assisting the Government of Mauritius (GOM) with the planning, design, and successful procurement of the project since its inception in 2012 and has worked closely with MEL in project management and providing technical advisory services to ensure the successful construction of Phase 1 of its light rail system.
As the construction of Phase 2 of the Light Rail system, will be undertaken in a denser urban environment, affecting a great number of communities, residents and stakeholders, the MEL will face a higher level of challenges. To deal with these challenges, the SCE Delivery Management team will assist the MEL manage the Supervisor, Contractor, and GOM stakeholders so that technical engineering issues are resolved to advance the timely delivery of the Project, while balancing engineering standards and employer requirements as specified in the contract.
The scope of work includes:
(1) Handover and rectification of Phase 1 design and construction items / works / defects that are pending completion, if any, leading up to the issue of the Performance Certificate;
(2) Stage 2 design and construction of delivery services focussing on design and contract management, integration, issues resolution, refinements, provision of technical support and briefings;
(3) Delivery services to support the MEL on other enabling aspects related to the development of the project as well as the MEL organisation; and
(4) Ongoing project advisory support to the GOM on strategic aspects related to project performance, project governance, and development areas
