Singapore Cooperation Enterprise (SCE) signed a contract with the Delhi Jal Board (DJB) to provide engineering and Public-Private Partnerships (PPP) transaction advisory services for Delhi’s first large-scale water reclamation plant. The contract was signed between Ms. Debashree Mukherjee, Chief Executive Officer of DJB and Mr. Kong Wy Mun, Chief Executive Officer of SCE.

Delhi Jal Board (DJB), established under the Delhi Jal Board Act, 1988, is responsible for provision of water and wastewater services for entire city of Delhi with a population of more than 16.5 million.

This contract is a follow-up from the original capacity building programme initiated in June 2012, whereby SCE aggregated a team of Singapore’s water experts from PUB Singapore and CH2M HILL Singapore to share Singapore’s experience in developing a sewage / wastewater recycle and reuse concept / strategic plan, feasibility study; and preliminary design including development of a PPP framework for the Coronation Water Reclamation Plant for the city of New Delhi, India. The programme was then supported and co-funded by Temasek Foundation, Singapore (TF).

Through the programme, and with support from Singapore experts, DJB decided to implement a 180 MLD Coronation Pillar Water Reclamation Plant (CPWRP) for indirect potable application at the Coronation Pillar Sewage Treatment Plant. The CPWRP will be one of the first large-scale water reclamation plants in India for indirect potable application to be delivered on a Public-Private Partnership (PPP) basis.

Under the service agreement between SCE and Delhi Jal Board, SCE will be aggregating expertise from CH2M HILL to assist DJB in:

  1. Development of a reference design for the preferred Water Reclamation Plant for indirect potable application;
  2. Develop PPP guidelines based on Singapore and other best practices for project implementation; and
  3. Preparation of a Design, Build, Finance, Operate and Transfer (DBFOT) tender document;
  4. Assist DJB to select an appropriate concessionaire for the project implementation.

The Singapore team will work closely with DJB to propose a PPP structure that will be acceptable to the market and help achieve a competitive rate.

Mr. Kong Wy Mun, Chief Executive Officer of SCE said,

Ms. Debashree Mukherjee, Chief Executive Officer of DJB said,
