Singapore Cooperation Enterprise (SCE) and Temasek Foundation, Singapore (TF) today announced a new initiative that will assist the Bangalore Water Supply and Sewerage Board (BWSSB) in building capabilities of its key government officials to develop and implement alternate sources of water through recycle and reuse methods. The 24-month programme will be supported by Temasek Foundation with a grant amount of SGD $756,890 and co-funded by BWSSB with an amount of SGD $263,346.

At an opening ceremony held in Bangalore, an agreement was signed by Mr. Gaurav Gupta, Chairman, Bangalore Water Supply and Sewerage Board, and Mr. Kong Wy Mun, Chief Executive Officer, Singapore Cooperation Enterprise, and witnessed by senior representatives of the Government of Karnataka and Temasek Foundation.

The City of Bangalore has an estimated population of about 8 million and is one of the fastest growing cities in India. This rapid growth has placed increasing demand on its existing infrastructure and utility services, including water and waste water. The Bangalore Water Supply and Sewerage Board, under the Karnakata State Government, India, was formed to provide for the drinking water and sewerage disposal needs of the city. It is responsible for providing water supply and making arrangements for the sewerage and disposal of sewerage in the Bangalore Metropolitan Area. With a keen interest in understanding Singapore’s experience in the recycle and reuse of waste water, BWSSB will partner SCE and TF to build its capabilities in developing alternative sources of water for Bangalore through recycled waste water, to meet the water needs of the city in the long term.

SCE is the lead agency to bring together a team of Singapore advisors from the Public Utilities Board and CH2MHill to deliver the programme.

Under the Grant Agreement, the programme aims to provide advisory and a series of capacity building activities to assist BWSSB to:

a) Achieve an in-depth understanding on the benefits and challenges of integrated waste water management and water supply, and the policy action required to implement waste water recycle and reuse strategies through various workshops and discussions, as well as the joint development of strategy report, feasibility study and preliminary design of scheme;
b) Assist key BWSSB officials to develop strategies to raise public awareness and acceptance of recycled and reuse wastewater by sharing Singapore’s experience in managing the implementation of NEWater; and
c) Build capabilities of 160 BWSSB officials with the knowledge and skills to manage, operate and maintain recycle and reuse plants.

Mr. Kong Wy Mun, Chief Executive Officer of SCE said,
