Since 2008, SCE has partnered the Government of the Republic of Rwanda closely in their developmental journey, supporting them in several priority areas including urban development, airport advisory, workforce and skills development and public sector reforms and governance. These areas were covered in a comprehensive MOU signed by SCE and the Human Resources and Institutional Capacity Development Agency of the Republic of Rwanda, witnessed by H.E President Paul Kagame of Rwanda. Through this partnership, SCE is glad to have played a part in laying the foundational framework for economic growth in Rwanda, and at the same time promoted the growth of trade and investments between Singapore and Rwanda.
Starting 2008, SCE partnered with Surbana Jurong to develop a detailed Master Plan for Kigali and detailed design for small scale property developments for three districts at Kigali’s CBD. This project helped lay the foundation for urban governance and set the stage for Kigali’s future development.

Between 2008 and 2010, SCE helped establish Rwanda Workforce Development Authority to kickstart Rwanda’s technical and vocational training in the automotive and hospitality sectors. As part of SCE’s support, 100 master trainers were sent to Singapore for attachments and further training. In the aviation sector, aviation experts from Singapore also worked with the Rwanda Civil Aviation Authority to advise on airport expansion and other process improvements.
In 2008, SCE provided advisory services on pension reforms for the Rwanda National Pension Fund. This was followed by a public sector performance review in 2014, which evaluated three ministries and ten newly merged institutions. In 2010, SCE, in partnership with Temasek Foundation International, enhanced leadership capabilities at the Rwanda Development Board in investment promotion. Most recently, in 2019, SCE provided strategic advisory services to the Rwanda Cooperation Initiative.
