Sino-Singapore Tianjin Eco-city

The Sino-Singapore Tianjin Eco-city (SSTEC) is the second government-to-government collaboration between Singapore and China. To harness the power of data and enhance the City’s liveability, the Administrative Committee of SSTEC engaged SCE to develop a Smart City action plan integrating IoT, identity management and authentication as well as other open data applications into everyday living.

From 2019 to 2020, this project led to the implementation of several digital infrastructure upgrades in SSTEC. These improvements strengthened public governance and increased citizen engagement, notably through the gamification of activities, contributing to a more interactive and responsive urban environment.

Yunnan Integrated Transport Plan

In 2012, the Dali Municipal Government in Yunnan Province engaged SCE to address the city’s growing traffic congestion, particularly during peak tourist seasons. As a major tourist hub, Dali City faced significant challenges, with an influx of visitors overwhelming its road network, leading to long travel times and increased pollution.

SCE, in partnership with CPG Consultants, conducted a comprehensive review of Dali’s transport and road network and developed an integrated transport master plan that enhances transportation links between Dali and its neighbouring cities in the Dianxi region. The outcome promoted sustainable growth, improved overall connectivity, and significantly bolstered Dali’s transport infrastructure. The project was successfully completed in 2014, marking a two-year effort toward a more efficient and environmentally friendly urban transport system.

Zhejiang Industrial Positioning Study and Review of Master Plan

In 2015, SCE, in partnership with Surbana Jurong, undertook a review of the masterplan for the Shaoxing Binhai Industrial Area and New City, with the aim of transforming the 500 km² industrial zone into a vibrant economic hub. SCE led the project, starting with a comprehensive industry positioning study to guide the Shaoxing Government on suitable industries and industry clusters for the future development of Binhai.

Building on this study, SCE developed a master plan for the Jiangbin District, a 142 km² area within the larger industrial zone. The plan emphasised environmental sustainability, accessibility, and mobility for residents, ensuring a balanced and thriving community. This successful collaboration with the Shaoxing Municipal Government concluded in 2017, marking a pivotal step in the region’s economic transformation.
