Singapore and Bahrain Collaborate on Traffic Congestion Mitigation Strategy
The Singapore Cooperation Enterprise (SCE), a wholly owned subsidiary of Enterprise Singapore, has formalised an agreement with the Ministry of Works (MoW) of the Kingdom of Bahrain to develop a comprehensive Traffic Congestion Mitigation Strategy aimed at alleviating traffic congestion in the Kingdom. The agreement was signed by H.E Shaikh Meshaal Al-Khalifa, Undersecretary of MoW for Bahrain, and Mr Kong Wy Mun, Chief Executive Officer of SCE, on 5 November 2025 in Bahrain. The collaboration is anticipated to span 12 months from November 2025.
This new collaboration follows the MoW delegation’s visit to Singapore in November 2024, led by Undersecretary H.E. Shaikh Mishal bin Mohammed Al Khalifa, where the delegation studied Singapore’s traffic management strategies and congestion mitigation measures.
Under this initiative, SCE, together with MSI Global, a wholly owned subsidiary of Singapore’s Land Transport Authority, will advise MoW in formulating a multi-pronged strategy. The approach will take into consideration a plethora of factors, including land use and transport planning, road network development, public transport integration, traffic management systems, intelligent transport technologies, park-and-ride schemes, demand management measures, and the promotion of sustainable and low-emission transport modes.
Broadly, the scope of work includes evaluating the existing traffic congestion scenario and identifying its root causes, leveraging onl global and Singapore’s best practices to pinpoint gaps, and preparing a comprehensive congestion mitigation strategy tailored to Bahrain’s context.
