Singapore to Share Technical Education and Vocational Training with Guangdong Province, People’s Republic of China

Singapore Cooperation Enterprise (SCE) signed a Memorandum of Understanding (MOU) with the Guangdong Provincial People’s Congress today to jointly cooperate in strengthening the Technical and Vocational Education Training (TVET) in Guangdong. The MOU was signed between Mr. Xiao Zhiheng, Vice-Chairman of Guangdong Provincial People’s Congress and Mr. Terence Seow, Board Member of Singapore Cooperation Enterprise.

Guangdong Government has a vision to transform its economy and develop Guangdong Province to equip itself with a world class Technical and Vocational Education system. As such, they approached SCE to share our Singapore’s TVET teaching models and pedagogy experience with them.

This MOU is a continuation of an earlier agreement SCE had signed with the Guangdong Government in 2009. Under the ambit of the previous MOU, SCE had trained more than 150 officials from the Guangdong Province in areas like Planning and Management for Principals; and Computer Numerical Control, Car Repair and Maintenance, Mould Design and Mechatronics for Teachers.

The positive response received from these trainings have resulted an interest for the Guangdong Government to extend this MOU for another 4 years. This signifies the strong bilateral relationship between Singapore and Guangdong; and that the Guangdong Government continues to find the Singapore experience relevant to their industry upgrade and workforce reforms.

Under this new MOU, the Guangdong Department of Human Resource and Social Security will be the implementing department for the training programmes. In partnership with SCE, it will establish a cooperation platform for training technicians, build a modern international technical education system, and to upgrade and boost the industry transformation in Guangdong Province.

The first batch of training is expected to commence in December this year.
