新加坡与印度尼西亚分享在水与污水处理基础设施项目上的公私合作经验
The Temasek Foundation, Singapore (TF) and the Singapore Cooperation Enterprise (SCE) announced today that they are partnering the Ministry of Finance, Republic of Indonesia to share Singapore’s experience in Public-Private Partnerships (PPP) infrastructure projects in water and waste sector with 200 government officials from various provinces, cities and implementing Ministries such as Ministry of Public Works, BAPPENAS in Indonesia. Initiated by International Enterprise (IE) Singapore1, the programme will be led by SCE to bring together a team of Singapore experts from both the public and private sectors to deliver the programme.
An Agreement was signed today between Mdm. Emma Sri Martini, President Director from PT Sarana Multi Infrastruktur (Persero) (PT SMI) and Mr. Kong Wy Mun, Chief Executive Officer from Singapore Cooperation Enterprise. PT SMI is a strategic partner to the government in promoting and accelerating infrastructure development in Indonesia. The signing was witnessed by Mr. Benedict Cheong, Chief Executive Officer, Temasek Foundation and Singapore Ambassador to Indonesia, Mr Anil Kumar Nayar. The 24-month programme will be supported by Temasek Foundation with a grant amount of SGD $876,539 and co-funded by the Government of Indonesia with an amount of SGD $428,080.
The two-year programme will provide advisory and a series of capacity building activities to assist PT SMI to:
a) Share Singapore’s best practices in PPP models in water and waste water infrastructure;
b) Build know-how and processes of key provincial, local and ministry officials to understand basic knowledge in planning and procurement of PPP water and waste infrastructure projects; and
c) Enhance capabilities of a core group of SMI officials as trainers who will develop PPP training materials, deliver and cascade the PPP knowledge across other provinces in Indonesia.
Mr. Kong Wy Mun, Chief Executive Officer of SCE said,
“SCE is happy to have the strong support of Temasek Foundation in sharing Singapore’s experience in Public-Private Partnerships (PPP) for water and waste water infrastructure projects with the Government of Indonesia. We hope that this programme would render valuable insights on the structuring of water projects to facilitate the Government of Indonesia to meet the needs for the country’s infrastructure development. We also seek to deepen our relationship with Indonesia and look forward to more cooperation opportunities.”
Mr. Benedict Cheong, Chief Executive Officer of Temasek Foundation said,
“Asia is home to some of the world’s fastest growing economies. To sustain this growth, it is crucial to have proper management of public services and resources such as water and wastewater. Through Temasek Foundation’s support, this training programme will support government officials to build a well-structured framework and harness greater opportunities for infrastructure development in Indonesia.”
Mr. Teo Eng Cheong, Chief Executive Officer of IE Singapore said,
“Indonesia has estimated that it will require US$150 billion (about S$190 billion) worth of infrastructure investments over the next five years, but only 30% of this cost will be financed by its central government2 . This cooperation will contribute to Indonesia’s infrastructure needs by sharing the expertise to structure viable PPP projects, setting the foundation for stronger private sector cooperation from locally and overseas, including Singapore.”
