Singapore Cooperation Enterprise to Share Singapore’s Experience in the Development of Special Economic Zones and Industrial Sector Development with the Republic of Congo
Singapore Cooperation Enterprise (SCE) today announced the signing of a Contract and a Memorandum of Understanding (MOU) with the Republic of Congo. The Contract is for the provision of master planning consultancy services for the Special Economic Zones of Oyo-Ollomobo and Pointe Noire. The MOU is to share Singapore’s experience in the development of the industrial sector of the ROC.
Contract for the Special Economic Zones
The Contract is signed between Mr Alphonsus Chia, Chief Executive Office of SCE and Mr Alain Akouala Atipault, Minister at the Presidency in charge of Special Economic Zones, Republic of Congo. This Contract is a follow up to the MOU signed in Singapore in Oct 2011 with Mr Alain Akouala Atipault.
With the signing of the Contract, SCE will conduct the consultancy studies for the following two Special Economic Zones sites:
Oyo-Ollomobo is a land area of around 200 sq km surrounding the new international airport of Ollomobo for high value added agricultural and food processing manufacturing activities.
SCE will partner Surbana International Consultants Pte Ltd to provide master planning consultancy services for this identified site.
Pointe Noire is the key industrial hub of Congo and is well facilitated with port, rail, airport and highway connections. The proposed Integrated Industrial Park of around 1,600 hectares at Pointe Noire would include processing industries for the agriculture, minerals and oil sectors.
SCE will be working closely with our Singapore’s expert from Jurong Consultants Pte Ltd to deliver a suite of services including the conceptual master plan, marketing plan and transportation plan for the identified site.
Memorandum of Understanding with the Ministry of Industrial Development and Private Sector Promotion
The Memorandum of Understanding was signed between The Ministry of Industrial Development and Private Sector Promotion and SCE to develop the industrial sector in the Republic of Congo. The MOU was signed between Mr. Alphonsus Chia, Chief Executive Officer of SCE and Mr. Rodolphe Adada, Senior Minister for Industrial Development and Private Sector Promotion.
Under the MOU, SCE and the Ministry of Industrial Development and Private Sector Promotion will collaborate in the following areas:
- Advisory and capacity building of the Ministry to accelerate the pace of industralisation in Congo;
- Advisory on improving the regulations and framework to promote a probusiness environment in Congo;
- Advisory on workforce training and development.
SCE will assemble an expert team comprising former officials from various economic agencies as well as companies. These experts have the relevant experience and knowledge to provide advice to the Ministry of Industry Development and Private Sector Promotion.
The signing was held at the Congo – Singapore Business Reception organised by the Singapore Business Federation. The 70 member strong Congolese delegation, led by President of the Republic of Congo, His Excellency Denis Sassou-Nguesso, is in Singapore from 3 – 7 July 2011. This is also the first ever state-visit to Singapore for President H.E. Denis Sassou-Nguesso.
